97 ford escort parking/tail lights stay on

Hello,

I have a 97 escort. It just started to do something strange where the parking lights will stay on, the "door open" alarm stays on, as do the instrument panel lights and horn. Somebody recently changed the tail light bulb because they were not working (which is when this problem started). I have been taking out the tail light fuse when the car is stopped (and took the horn fuse out completely). Upon looking behind the inside fuse panel, I found two wires that go to the tail light fuse that were melted and touching. I replaced the sections that were melted and I'm still having the same problem. Could it just be a case of the wrong tail light bulb? I will check this tomorrow, but I'm wondering if anyone has experience with this type of problem.

I have a 95 Escort that the tail lights will stay on if the headlights were on, and the tailgate was opened before the lights were physically turned off, don't know if that helps or not...but the melted wires certainly isn't a factory option!
