My mum has a Ford Fiesta and it has a scratch on the bumper she wants to get rid of it using whatever they have in Halfords or whatever, but the problem knowing the excat colour. As on the Reg Certificate it says blue, but its more of a purple-blue, is there any way of knowing the excat color of the car?

US vehicles have a host of useful information, including paint code(s) printed on the 'certification label' - usually affixed to the the driver's door. Perhaps this applies to your country as well. Could be worth a look.
Check if there is a sticker on the B-pillar by the driver's door, if there is one it might have the paint code. Assuming of course UK requires that sticker be present... as it is in the US.
