Verticle Headlght Adjustment

At the rear of the headlight assemblys on my '99 Taurus there is a bolt sticking up with a 10mm hex head.



Is this the adjustment for raising or lowering the point of aim for the headlights? Turning the bolt in either direction does not effect the built in bubble level on the headlight assemblys.

- however, may be bolted to an adjuster plate or may be retained by
