Do brake dust covers bring up any issues of reduced cooling for the brakes? For that matter, do they actually make a significant difference for Dusty Wheel Syndrome, or are they just another basically useless product?

Never used those, AFAIK you don't see those often over here (Germany), perhaps they are even illegal? They might not have big influence most times, but could produce bad results during an emergency stop from Vmax to 0 km/h. Imagine braking distance would get just 1 m (3.23 ft) longer, which could make the difference between crash and just stopping with pretty hot breaks.
Anticipatory driving style does in fact reduce break dust, fuel consumption and doesn't make you really slower.
