USING A VOLTMETER..see if the gauge has power...then check the ground side for connections to ground.
check the wires into the gas tank if there's ground and power there.
the voltmeter should measure gas volume connected to the tanks wires
if the gauge is out buy a generic gauge from the auto parts store.
Replacing the level indicator inside the tank is a 'big job' ...take a look at Utube for replacement videos.
