Chassis No. and Vehicle ID

Just got back from my club meet, and met one guy who bought a box of bits at Old Sod a while back. Was told the there was no chassis no. on the chassis cos it was a replacement... He has now found a chassis number on the chassis, but has no V5 or reg plate and is uncertain as to whether it is an original chassis number or not. Is there a legit way to find this out to put the vehicle back on the road without having to go through DVLA??

ISTR a website that broke down the chassis number to tell you the precise details about the vehicle eg S3 SWB, Station Wagon, but not one that could tell you the reg no.

its a hot topic. Basically if you have no idea of the Reg no., you will get a "Q" plate. I bought an old military landy and despite having chassis and engine no's DVLA refused to give me a reg no. and said i could only "Q" plate it. I was assured it was previously reg'd on a 1982/3 "Y" plate but as i had no proof of this DVLA threw me a rubber ear. I traced it through the military records and found out when it was released and after months of searching, i actually found the reg no. So back to DVLA who said "certainly sir, just pop it along to the local office for a VI check and we'll issue you a V5 as soon as this has been passed!. I've been told that despite giving them chassis and engine numbers their computer cannot give a reg no. out. Its not that they don't want to but that they cannot due to the software??? strange one to me but i was happy in the end as i didn't want a "Q" plate
