Clue.
The hole in the 14" tyre is 14" in diameter. The hole in the 13" tyre is 13" in diameter.
Although, having said this, a few years ago my mates' Superbike race team accidentally fitted a 17" tyre to a 16.5" rim. It stayed up until he braked heavily for the first corner....
