If things happen quickly (which with flash floods they tend to do), then even an absence of a few hours can be critical. British Waterways (BW) don't have the resources to patrol every where that might be vulnerable. When the c*ck up of the single farm subsidy payments meant that DEFRA was fined by the EU, BWs grant from the government was cut (leading to job losses). At the same time the flood defence budget was also cut.

didn't you hear the labour MP on the TV yesterday? He assured us that Flood bidgets had not been cut....... A quick check revealed that he was a crap liar, and so fitted in well into the Government!!!
