You should get in touch with the local council and try to arrange something for Nationl Green Lanes Day (don't know what the date is/was this year). Quite a lot of them will provide advice, materials and plant if convinced that "event" is serious.

Chap in the fire service was reminiscing about the engines they had which had something like an 8 litre rolls engine, or somesuch, went like smelly stuff off an earthmoving device, and did about 2 gallons to the mile if driven enthusiastically.

It's a thought. trouble is, I'm not sure of the reaction of the locals on the ground. I could try sounding them out - but most of 'em evinced relief and satisfaction that the lane in question has been TRO'd. Then again, the people using it were a PITA. It's also one of those lanes that cross a county boundary.
But it might be worth a shot. Since the TRO is 18 month, it must have about a year to run still, unless it gets lifted, of course, which ain't likely.
I've a lot more sympathy with the idea of volunteers assembling to help maintain lanes rather than going to court to try to force the council to maintain 'em - I'm not convinced that's very helpful - it absorbs a lot of time and effort, and if successful, it absorbs council resources which would better be used for making a decent job of maintaining the main roads. In an ideal world, of course, there'd be enough resources to maintain the main roads and also the greenlanes.
