Over time, the edges of the seat belt can become frayed or fuzzy, which adds drag as the belt passes through guides back to the retractor. The solution is to use fine sandpaper on the guides so that they can accommodate the fuzz. You can also check the retractor reel to make sure it is clean.
- Happened to me a couple of times. I just mentioned it to the dealer during routine maintenance, and they put a new one on for free.
Thanks, Since I have 1999 I doubt very much dealer will install a new one for free. I will try the sandpaper.

And, the next time you are at the dealer, why not mention it...can't hurt to try. My 99 seatbelt was last replaced when the car had a few years on it.
