Can I replace 145/70 13" wheels on a Renault Clio with 165/65 13" wheels? I realise they are 20mm wider and 7mm bigger in diameter, but?

"Your speedo will be out by 2.2%. When your speed reads 60mph, you'll be doing 61.3mph".
The message from "Grant" contains these words:
Actually - he'll probably still be doing well under 60mph.
but....will the extra width normally cause a problem, e.g. fouling bodywork on full lock?
"When your speed reads what it used to read when you were really doing 60, you will really be doing 61.3mph. Your speedo probably says 64-66mph or so"
Doesn't scan so well.
Will the offset be right? Tyres in this size are also expensive compared to
