Megane Scenic Headlight Problem

1998 Scenic. Sidelights and main beam work but lights stay on sidelights when dipped switched on. The fuses are OK, the relay clicks, and the dipped dashboard warning light (green) comes on but not the headlights. The bulbs are also OK. Anybody any ideas what might be the problem and where to look next?

I would first check with a multimeter whether there is power getting to the bulb holder. First suspect is that both bulbs have gone. Next suspect would be that the dip switch has died

How do you know that the bulbs are ok.
