Most usually done through a dedicated program rather than a website, called a Newsreader - similar to an email program, but talks NNTP (Network News Transfer Protocol) instead of the email protocols.
Outlook Express is probably the easiest. It's on most, if not all Windows computers

It's called usenet and predates the widespread use of the WorldWideWeb. Using a web interface to read it is hard work and better ways exist.
What you need is a news client - there are plenty out there and a list of them here...
Do this through a newsreader. If you use Outlook Express for email that will do it, as will many other mail clients; you just need to get your ISP's news server details which should be on their support pages.
