Can body fillers be used on bare metal surfaces or should an etching spray be used first to give a better key?

Fine on most bare metals. Use a coarse abrasive paper to give a better key.

Always on bare metal, never on the paint. There's no advantage applying filler over etch primer although acid etch won't suffer from solvents because its not a film as such, only an etch.

The main reason is when filler is sprayed over the solvent can seep under the filler softening the paint which will lead to a heavy ring round the repair, (called a fried egg) or poor adhesion.
