Not familiar with the engine but could be a power steering belt?

as others said its probably the belt slipping.
the pump looks to be either the air con compressor or the power steering pump...
That belt drives the Air Con pump, there is another belt just below it that drives the alternator, it could be the lower belt that is making the noise. I have the Haynes manual for the 1990-1993 and your picture of the engine looks very similar to the picture in my book. I no longer have my Accord and I bought this book shortly before I sold the car ( I think Haynes have only recently brought out this book, it is a softback not hardback as is normal, book No 42012 £17.00 direct from Haynes including P&P ). My Accord was a automatic and used to tickover at 900 rpm. John
The belt _looks_ like a standard "fan" belt. The silvery lump to the left _looks_ like an alternator. The squealing _sounds_ like a slipping belt to me.

Having looked a little closer in my manual it gives tickover speed as 700
+/_ 50. John
It must be the power steering belt. Having had a closer look at the silver lump to the left, I can see that there is a hose coming from the power steering fluid reservoir into the block which then disappears down towards the steering rack. I don't have A/C, so it can't be that.
Consensus seems to be the belt slipping. It appeared to have stopped happening, so I checked earlier, and there is still a faint whistle, from either the pump or the pulley attached to it. The pump shows signs of a timy amount of fluid all along the line where the two halves are bolted together. I checked the service record, and it mentions "power steering pump sweating" as much as 18 months ago. No sign of any drop in the fluid levels though.
Think I will sort the idle and replace the belt. That should hopefully sort it out. I don't really want to pay Honda for a new PS pump!

Ah, yes - that's the American one. I wasn't sure if the 94-97 (42013) covered the 2.0 engine, since at the time in the US the Accords were only selling
2.2 litre and 2.7 litre wagons AFAICR.I did email someone in Haynes to ask them, but they didn't answer! If someone has this manual (42013 Honda Accord 94-97) and wouldn't mind checking whether it covers the 2.0 (non-vtec) engine and or the wagon body style, I would be very grateful.
