Assuming yours is the Bosch 4 pin stepper, the top 2 pins are for the motor and the bottom 2 are for the idle tracking switch.

4 | Switch
Pin 3 is the switch signal Pin 4 is the switch earth
Pin 3 (with the ign on) should have either 0 volts or 5 volts (maybe
12v) depending if the throttle is closed or open. If the voltage does not change as the plunger is pressed in and out then the unit is faulty.
If above is OK, then the plunger should move in and out as the ign is switched on and off. If it does not move then either a faulty motor or ECU/wireing fault.
You should be able to move the plunger in and out by applying a 9v to pins 1 and 2. One way round will wind it out, the other will wind it in.
The throttle position sensor has a critical setting - DO NOT TRY TO ADJUST IT. A bad track can give idle problems and the only solution to that is a new lower body.
