I changed a condencer rescently and had to have a mobile guy to re-gas the aircon,he vacuumed it and put the gas in, i questioned him about putting oil in and he said it was already in the gas,is this true or does it have to be done again. The car is a 99 Passat. Many thanks MICK.

IIRC, it's meant to be an exact proportion, so it's common to evacuate completely and start from fresh.
The oil will be mixed in with the 'gas' - he'd vacuum the system, then re-charge it with a specific amount of gas mixed with a specific amount of oil.
As long as he's done the job properly, there's no worries.
Cheers
