does anyone know where it is that you can get rock salt for £1 a bag? Or failing that anywhere that sells it cheap in small bags? e.g. 20L size?

It doesn't take much to use Google.
Why not pop down to the highways depot of the local council and ask them to give you a bag or two - usually works for me!
Around here, there's rock salt bins placed every so often that the council fill for the public to use for their own purposes.
You two must live in some sort of magical kingdom. ;-) Bins empty (and not being refilled) and local depots bereft of any salt around where I live.

Round here the grit bins have stickers on saying that the grit is only for use on the public highway.

Wow. No such stickers here. People just go out with a shovel, get a shovel load and spread it down their path and the bit in front of their house. End result is usually most of the street pavement gets done.
There's a place in Canada selling it even cheaper.

Coal fire ash is *very* effective (I generate quite a bit).
Usually free. Has the advantage it doesn't rely on melting the ice but adds a gritty layer to the top which bites in.
Obviously your council is less pathetic than mine :-).
Well there's decent councils and bad councils Tim, I suppose I live with a decent one. LOL
