The ECU is sufficiently clever to identify engine position from just the Cam phase sensor, based on when no.1 comes to TDC and can then work out the position of the other cylinders from rotational speed from the CPS, when it has done this, it will fire the plugs and injectors and the engine will start. It does however require a long burst of cranking to do so. If you had kept the starter spinning in a long burst it would have probably started fine after a period of cranking. The Simtec ECU is one of the most sophicticated units on the market at the moment, the ones in the new Vectra and new 5&6 series BMW's have teriffic power.
