VW Polo Diesel Over Revving

I have a VW Diesel 1997. It is over revving when idle. Anyone any ideas what is wrong?

Sticking accelerator cable/pedal/linkage? Incorrect idle speed adjustment on the injector pump?

If it's an SDI or TDI, (not the old IDI diesel) probably the accelerator pedal sensor, but you should get a code reader on it.
