I know these can rust like it's going out of fashion, but this looks suspiciously cheap to me.

Just a bit cheap. A bloke I know has just got rid of his E class. The thing kept going back for rust repairs with Merc and I don't think I've ever seen the car dirty. F*ck knows how Mercedes managed to make them so badly.

Somebody looked at the front crossmember and decided to get rid of the car before it fell apart?

More than likely. I remember the car mechanics article on that very subject. How is it possible to have a mercedes front crossmember that's rustier than the 1973 Vauxhall one on my Sylva ?

It's the joys of good-enough engineering, if it isn't and ruins your company's reputation.
