No. The engine compartment is much differant between the two cars. Just geting the Cleveland to fit in the '67 will be tight. It can be done, but it's tight. A Cleveland is not really a good choice for '67, unless you just happen to have one laying around in good condition. The Windsors fit a lot easier and have much better parts availability.

Also, the so much more can be done with the Windsor much more cheaply; it will help the car control better because it weighs less than the Cleaveland. The 351C was only built for 4 years, so parts and cores are becoming much more scarce.
