Damned, and I though that was doing something when I had my Harley Dyna Wide Glide at 90 mph...

Heh. I once had my stock VF1100S up to an indicated 148MPH, but without a fairing it wasn't terribly comfortable. The speedo on that bike was pretty accurate, too.
The actual speed may not hold up, especially with a good lawyer, but the way it was calculated will. Many states have speed detection aircraft and have used the stopwatch method for years. Even with stopwatch operator reaction time factored in, the rider was still moving more than double the posted limit and will need a really good lawyer.
By "stopwatch reaction time", I assume you mean the reaction time of the observing officer from the time he observed the motorcyclist pass each landmark. Generally speaking, the reaction time will not vary significantly for the individual over the space of less than a minute - in other words, if the officer has a .4 second reaction time, it'll be the same both starting and stopping the stopwatch and thus cancel out. I'd be surprised if there's more than a 100mS variation, which does not alter the speed more than a few percent (+/- 7MPH).
