Blower Motor not working on low settings

Altama 2001

- Blower not working on low settings. Only work on the Highest setting.

- Read from other articles with the same problem suggested that the blower motor resistor is not working.

- I got the resistor removed and check the connectivity (as suggested by the Hayne book) between all the leads and seems OK. My question:

1. How to check if the resistor is broken?
2. What should be the reading from the Ohm meter? Thanks
