Does anyone know where the outside temperature sensor is located on a
9000cse ?
How can I test it ?

It's sitting behind the frontspoiler, beneath the front bumper.

That depends on which side is the drivers side :)
Its on the left hand side roughly in line with the edge of the radiator.
