When the Jananese bring out a new car, they build a new factory set up just for that car. When the European ports were rebuilt after WWII, they were modern. WE kept patching up ours despite inefficiencies thata were obvious.

That's what the Saturn was supposed to accomplish for GM; an entirely new way of doing business of building and selling cars. Remember GM borrowed a lot of those ideas from Toyota on the joint venture NUMMI plant in California.
