It appears to be on a trailer Yes?
One would hope so.
As to it's I.D. I have no idea except it a front I beam. I have seen them on Champ pick ups and other trucks but can't recall if it's the same. May be if you could tell us what it's under it might give up a clue. Or if some one from the antique or truck department could help out.
