It's an after market item to muffle valve noise for pre 62 V8.I would't install them. They fit between the valve cover studs and the underside of the valve cover. Made for people too lazy to adjust valve clearence >

Don't there have to be more parts to be a "Rube Goldberg" rig?
Those were used quite a bit in the earlier days of OHV egines. Especially on Chevy 'Stovebolt' sixes. At least one company also pushed the protection from sludge build-up by eliminating condensation under the valve cover.
