rooftop carrier for '95 Legacy sedan

I am considering getting an enclosed rooftop carrier for my '95 Legacy sedan.

The sedan has no roof rack to simplify matters, but at least I have no sunroof to complicate matters either.

The Thule website gives me

which suggests I'd need a 400 Aero FootPack ($122), LB50 Load Bars ($45), and 233 Fit Kit ($47) (total $214,assuming that the $45 fairing is optional), and that's before I add a box($239 to $599).

That's pretty pricy, considering I would use it only once or twice a year.

My minimum criteria:

  1. Lockable enclosed box (for not-too-heavy lumpy stuff, not for skis), decent size but not huge.
  2. Box stays securely on car at, say, 75 mph.
  3. Mounting system does nor mar roof or window frames.

Any suggestions or experiences are welcomed and appreciated.
