2002 corolla tough to start after refule

When running tank low on gas then refueling, car has hard time starting. When it dose start idle is real low.

Is the car difficult to start if you refuel before the tank gets real low on fuel?

If that is the only symptom, the EVAP purge valve is stuck open.
