Yes, outstanding oversight by the Bush administration. But it seems that the Obama administration is getting rid of the waste.

The last saint for the space program was Lyndon Johnson.
Even if all the waste had been eliminated, NASA would still be a white elephant because it's had no real mission since the end of the Apollo program, and, ironically, it's been run too much on the cheap (not enough money to get anything done in the area of manned flight but enough money to waste it). The space shuttle was an idiotic idea from the start (1980 Washington Monthly article):

The shuttle has no reason to exist except to supply the International Space Station, and the latter seems to exist only to support the shuttle program. Worse, the ISS has ended up costing probably as much as a manned Mars mission.
