My wife had to cut the middle seatbelt to rescue my son from the seatbelt that wouldn't release. How hard is it to replace the seatbelt on a 2000 Sienna?

It's not. One large torx bolt.
The seat belt is not that difficult to replace. Pop the trim that the seat belt rides through off, and pop the plastic off of the loop for the shoulder. Unbolt, replace the seat belt, and reverse the process. Check the seat belt receptacle for foreign objects like coins - I bet you'll find something jammed in there.
