My1994 toyota landcruiser have problem (VIBRATE WHILE BRAKING) before it happens i changed all four rotors first i thought it was air in the system i bleed so many times and still the same.Now i don't know what to do i don't know what cause it. any help will be greatly appreciated. Thank you.

Measure and record radial and lateral runout on each of the rotors. How much torque was applied to each lug nut when installing the wheels, and were the lug nuts tightened in a start pattern on 2 passes?
What is the condition of the tires?
Did the condition exist before you replaced the rotors?
When you replaced the rotors, what was the condition of the caliper slide pins and sleeves?
Yup, that too!
How about checking the wheel bearing while you're at it.
