what can cause a bad a nd good idle on a 95 toyota some time it runs realy well and othere times is rough could it be bad gas ??

Could be a mis-adjusted Throttle Position Sensor:

or even a sticking throttle cable or plate in the TB or a dash pot that is sticking periodically and holding the throttle open slighty. In all cases, a bad idle occurs when the TPS is telling the ECU that the throttle is a bit open, so you get low speed operation (rough) and when the TPS fully closes then the ECU enters the smooth idle mode.
Ever clean the throttle body?
