I have a 1974 VW beetle and need to replace the front axle. I removed the six bolt, disconnected the brake drums, tie rods. Can the axle be removed without cutting the front bumper enforcers? If they are cutted, do I need to weld them back?

Yes, you must cut them. If you don't weld them back later, the bumper won't work properly.
You don't have to cut then I find it better to remove the 4 17 mm bolts from front bulk head and about 3 of the 13mm body pan bolts on each side, jack up on the front bumper and you will beable to remove the ft beam

Did this operation in the parking lot of a Motel 6 in a couple of hours one day. I just took them and bent them to the side and slid the beam assembly out. Hammered them back when done. Not perfect, but the car wasn't a show car, and was in need of destruction. It just happened to be the only transportation the step son had at the time.
