HI Could any help with a question , is it a MOT requirement for the heating channels to be rust free on a vw beetle

The condition of the heater channels is a good indication of the overall exposure of the pan to bad conditions. If they rust through, then you can almost certain there are more serious problems.
Rusty channels are an MoT fail.
