Is it possible (or practical) to replace the cloth material in retractable fron seatbelts ('70 Type I) so as not to have to spend the huge amount to replace mechanism and all?

I'm sure the webbing can just be replaced. There are places who specialize in this. Check out the ads in Hemmings Motor News.
