Make sure there isn't a screw or anything securing it in place.
If you don't care about keeping those plugs, just drill a hole or two in the middle of them, stick something in there that'll hook onto the other side, and yank em out.
Maybe just a drop of penetrating oil around the rim in case they're kinda corroded on.

Run a small sheetmetal screw through them and use a claw hammer or nail puller to pull them out.
