my fiat uno 1.0ie start 1993 cuts out on tickover starts ok some one said it could be stepping motor where is this located and what about getting a spare part is it a fiat only product

Think your car is SPI (Single Point Injection).
Will have a 'body' on the inlet manifold which is very similar to a traditional carburetor. It will/should have a butterfly throttle valve plate. Follow/look for accelerator cable and linkages. At / on the throttle plate mechanics you will find a solenoid/stepper device that mechanically adjusts the plate.
Check plate for easy movement by hand manipulation Check solenoid for dirt etc. Apply light oil to solenoid piston.
