My 1995 Thunderbird makes a noise under load that sounds like the heat shields are loose on the catalytic converters, but they are fine. Do the innards of the cats ever loosen up from old age and rattle the same way?

Yes, it can happen. You should be able to confirm with a rubber mallet and some taps on the CAT to see if it rattles.
Broken welds on the heat shields is more common though.
Yes. They "melt down" and rattle - and sometimes block exhaust flow as well.
