I had a bad VSS (Vehicle Speed Sensor) on my 91 YJ and my speedometer still worked fine. For me, when I would push in the clutch when coming to a stop, the engine rpm's would drop way down to where the engine would almost die and sometimes the vehicle would shudder and then usually the rpm's would go back to normal just before it died. It is located on the tcase, I belive it was where the speedo cable plugs in.

: If the sensor was bad, it would normally not work period. Most : electronics up and quit, they don't give fits first.
: You are now describing a dirty connection on the plug for the speed : sensor. A contact cleaner spray does wonders for these computer signal : plugs and sockets. WD40 will work for this but a real contact cleaner : is better. I also use dielectric grease on the rubber skirt seal the : plugs have to help keep them clean.
: I don't know for sure, but I think I remember someone saying it was down : on the side of the t-case.
