manual gearbox, dip the clutch and/or stick it in neutral... automatic gearbox, slip it into neutral... either way the rev limiter will hold the engine at redline and you'll roll to a stop, where you can turn the ignition off, thats what i'd do anyway. of course you could just turn the ignition off as previously mentioned whilst moving.
also as previously said, guy is a muppet. police should have thrown a stinger out at his 130mph, consider it natural selection.
