Is it meant to lock the tailgate? It doesn't on mine.
Is it anything to do with an apparently-disconnected pink wire?

It might be on yours. Mine didn't have but was earlier.
The 1990 model year is showing orange and pink wires to the tailgate lock unit - so yes, I'd guess.
