MOT Rules re dashboard lights.

No, sorry, I have a life. ;-)

Presumably it comes down to necessary but not sufficient or whatever the terminology is - for a car to be roadworthy it is necessary for it to be able to pass an MoT, however the passing of the MoT is not sufficient to assure you that the car is roadworthy? I

Not necessarily, a car with one number plate lamp out will fail an MOT, it does not mean that it is unroadworty.

Somewhat unlikely though. & it wouldn't be perfectly fubctioning because if it had a fault it would have no way of informing you of it.

Not really. Transistors fail to a short circuit through the collector-emitter path all the time, and relays are perfectly capable of spotwelding their own contacts shut or just plain sezing up in the closed position.
