My rear washer jet appears to have thrown its' hand in (wiper works fine), the front still squirts as it should.
Would it fail an MOT, given that not all cars even have a rear wiper ?

no, that is not an mot failure.

No. The rear wash-wipe isn't testable, even if fitted.
