Just got a Phase 1 renault clio (92) with black bumpers.. Can i paint them to match the body does anybody know, without a great cost???

Get an estimate from a local bodyshop.
Bumpers designed to be painted normally have a smoother finish so they will need special plastic primer to fill in the 'lumpy bits'.
