Rust...and yes, clean it or replace the clamp.
remove the rust and repaint it with some rustolium type paint
As others mention, looks like rust. Remove and clean with wire brush/baking soda-water. Repaint black, or check the local parts house for acid resistant battery tray coating.
BTW, the felt rings go UNDER the battery cable clamps...they prevent acid from reaching the clamps, causing corrosion.
