I dunno, but I don't see how the Police can actually bust any of the people that the camera's snap ! Assuming the cars aren't registered to the person driving it (cos that would be a bit silly), then they have no way of know where they live !
If you consider breaking a law a technicality then yes, the offence amounts to a technicality. You are either breaking a law or you are not breaking a law.
