I've seen other places like that before. Web portals for usenet groups.
Its a bit freaky, and I'm not sure they are used very often.

Seems to be used by forums with no other traffic to speak of. There's a few.

Just a usenet to web gateway. Every so often as set intervals it will suck down all the usenet posts from groups it is told to get, then pump them into the forum. Then if one of the members of the forum places a post it may or may not dump a post back to usenet using their own server and propagate it back out into the network. Quite often they are just oneway readers though.
