I've had the best luck by backing out the stop screw all the way, the turning it in till it just barely touches. The give it one-quarter turn more. That's not the official procedure, which calls for the use of a feeler gauge of some thickness I don't recall but which seemed to wind up being more like 3/4 turn in. The quarter turn from just touching solved all my idle speed fluctuation problems.

While this procedure may be fine for pre 94 cars, for 94 and later cars, it is unnecessary and can be very counterproductive to set the TPS voltage to a specific value (and can only can be done by elongating the TPS sensor mounting holes). On 94 and later cars, the computer reads the TPS on startup and this becomes the zero reference. There is absolutely no need to have it read some "magic" voltage when the throttle is closed.

Another point to consider is that it takes the computer a considerable time to "learn" the idle and adjustments are best done in small increments over a long time once you are in the ballpark. IE you may have the idle set exactly right but the computer has not had enough time to adjust to your settings. If you then change the idle settings in an attempt to get it exactly right, you will end up chasing your tail.
